Ten regional associations in the renewable energy sector request parliamentary support for Royal Decree-Law 7/2025

Ten regional associations and clusters representing the entire value chain of the Spanish renewable energy sector have sent a joint letter to all parliamentary groups in the Congress of Deputies expressing their support for Royal Decree-Law 7/2025, which will be debated and voted on 22 July in the lower house.

The signatory associations, which bring together the entire energy value chain throughout the country, believe that this regulation includes technical measures long demanded by the sector to guarantee the stability of the electricity system, facilitate the integration of renewable energies and accelerate the energy transition in Spain. These are advances that ensure an affordable electricity supply for citizens and businesses and benefit Spanish society as a whole.

Among the main new features, RDL7/2025 allows renewable technology to contribute directly to the balance of the grid, streamlines infrastructure planning and the repowering of facilities, promotes the development of storage to optimise energy management and improves conditions for shared self-consumption. It also updates the milestone system to provide greater legal certainty and predictability for renewable projects.

The signatory organisations stress that the approval of the Royal Decree-Law is essential for moving towards a robust and competitive energy system. Its rejection would mean, as they point out in the letter, a brake on investment, difficulties in accessing affordable and clean energy, and increased vulnerability to energy crises, such as the one experienced in Europe following the invasion of Ukraine, which highlighted dependence on external sources and the volatility of gas prices. They therefore appeal to the institutional responsibility of public representatives and request their support for the regulation, which they describe as strategic and essential for consolidating Spain’s industrial and technological leadership.

This regulation is the result of years of demands from the Spanish renewable energy sector, which needs a stable and predictable framework to consolidate our role as an international benchmark in the energy transition,’ says Iker Chasco, managing director of Enercluster and one of the promoters of the letter. ‘It is very significant that ten regional entities in the renewable energy sector, distributed throughout the territory and working side by side with institutions and companies in the sector, have joined forces in defence of this Royal Decree-Law. These measures will not only help to prevent episodes such as last April’s blackout, but will also help households and businesses to benefit from stable and economically efficient energy.’
