The European Cluster Collaboration Platform (ECCP), an initiative of the European Commission that connects and strengthens industrial clusters across Europe, has published a case study on ENERCLUSTER as an example of effective collaboration between industry and public administration.
Under the title “Maximising Impact by Aligning Industry Priorities with Policy Agendas”, the study analyses how ENERCLUSTER has succeeded in maximising its impact by aligning the industrial priorities of the renewable energy sector with regional and European policies.
Founded in 2017, ENERCLUSTER has established itself as a key player in Navarra’s renewable energy ecosystem, representing the interests of the industry and fostering cooperation between companies, institutions, and public administrations. The European Commission’s recognition underlines the value of this collaborative governance model, built on mutual trust and a results-oriented approach.
The study highlights three distinctive strengths of the cluster:
- Close collaboration with the Government of Navarra, enabling real alignment between public policies and business needs.
- Agile and flexible structure, focused on members’ priorities and able to respond quickly to emerging sector challenges.
- Evidence-based advocacy, which reinforces ENERCLUSTER’s credibility and influence in national and European policy discussions.
The case study also emphasises the role of the International Congress on Industry for the Energy Transition (CITE) as a key platform for exchanging experiences and fostering cooperation among European regions.
In an interview included in the publication, Iker Chasco, Managing Director of ENERCLUSTER, explains that “cooperation with the Government of Navarra is very close and constructive. We share information, perspectives, and priorities, which allows us to move forward together and achieve real results for the region”.
Chasco also highlights the cluster’s involvement in shaping policies such as the Navarra Industry Law and the Regional Climate Change Law, stressing the importance of providing data and evidence to influence decision-making.
“Clusters must be great listeners. Only by building trust and understanding the real needs of our members can we deliver strong and meaningful messages to decision-making forums”, concludes Chasco.
